Captain Joaquin J. Herran, is a 31-year veteran of the Los Angeles County Sheriff’s Department and holds the rank of Captain. Joaquin has been a member of the Los Angeles County Chapter of HAPCOA since 1990 and has sat as a Local Board Member for several years, presently as the LA Chapter’s secretary. Joaquin’s career with the Sheriff’s Department began in October of 1976 when he attended the Training Academy. As a Sergeant, he worked Temple Station, Custody Division Headquarters, and Sheriffs Headquarters Bureau. As a Lieutenant, he was assigned to the North County Correctional Facility, Custody Division Headquarters, the Kolts Response Task Force, the Twin Towers Correctional Facility Project, East Los Angeles Station, Communications and Fleet Management Bureau, Employee Relations and LASD2. Joaquin is a Graduate of the FBI National Academy (Class 209). In addition, he received an Associate of Science Degree in Police Science/Criminology from Los Angeles Community College in 1972, and a Bachelor of Arts Degree in Business Administration from California State University-Northridge in 1982. He has also received a Master of Arts Degree in Organizational Leadership from Woodbury University in 2006. |

In July 2009, Mr. Paul J. Chapa was selected to serve as Director/Chief of Police of the Trinity University Police Department in San Antonio, Texas. In this position, Chief Chapa provides leadership to multiple areas of the organization to include police and security operations, parking services and serves as a member of the universityÕs crisis management team.
Prior to this position Chief Chapa served as the Assistant Director of the Texas State University Police Department in San Marcos, Texas for seven years. In this position, Chief Chapa provided oversight and direction to the Patrol Division, Training Division, Special Events Planning, Emergency Management, and the Community Awareness and Resource Team. Chief Chapa also served as the departmentÕs Public Information Officer. Chief Chapa has also served as a Patrol Sergeant with the St. MaryÕs University Police Department in San Antonio, Texas for eleven years. Chief Chapa has received numerous local and national performance and recognition awards throughout his police career to include the most prestigious International Association Campus Law Enforcement Administrators, Award for Administrative Excellence in June 2011. This award is presented at the Annual IACLEA National Training Conference in recognition of distinguished service and exemplary conduct toward the improvement and professionalization of campus law enforcement. Chief Chapa currently serves as the National President for the Hispanic American Police Command Officers Association. Chief Chapa is also an active member of the National Latino Peace Officers Association, Texas Police Chiefs Association and the International Association of Chiefs of Police. A native of San Antonio, Texas, Chief Chapa holds a Bachelors Degree from Wayland Baptist University, a MasterÕs Degree in Organizational Leadership from Texas State University, and is a graduate of the FBI National Academy, Session 220. |

Don Tijerina is a 19-year veteran of the Bexar County Sheriff's Office (BCSO), and holds the rank of Law Enforcement Lieutenant. Lieutenant Tijerina began his career in the Detention Division, and since then he has held numerous assignments in the Law Enforcement Division including Patrol, Court Security, CID, Criminal Warrants, Professional Standards and Integrity, and Judicial Services. A native of San Antonio (the county seat of Bexar County), Texas, Don has a Bachelor's Degree, has graduated from numerous leadership programs, and is a graduate of the FBI National Academy, Session 231. Don is presently the HAPCOA San Antonio Chapter President. |

Special Agent Zinnia P. James is the Operations Officer for the Air Force Office of Special Investigations, 7th Field Investigations Squadron, Andrews AFB, MD. AFOSI 7 FIS provides specialized criminal, fraud, and counterintelligence operations and investigations to enable the Air Force District of Washington (AFDW) and National Capitol Region Host Wings, Defense Agencies, and tenants to execute their respective missions. SA James was commissioned into the United States Air Force on 11 May 2002, shortly after graduating with General Honors and as a Distinguished Graduate from the Air Force Reserve Officer Training Corps at the University of Miami, Coral Gables, FL. SA James graduated from the United States Air Force Special Investigations Academy in September 2002. In 2005, SA James deployed in support of Operation Iraqi Freedom with the Strategic Counterintelligence Directorate, Multi-National Forces-Iraq, Baghdad, Iraq, where she participated in numerous counterintelligence missions in hostile areas of Baghdad. |

Deputy Chief (Retired) Lee Roy Villareal has served for 38 years with the Bexar County Sheriff’s Office, serving the citizens of San Antonio, Bexar County Texas, in all aspects of law enforcement. Mr. Villareal has been an active member of HAPCOA since 2001. He now serves on the HAPCOA executive board as National Treasurer and Executive Director. He has been instrumental in the Madrina/Padrino and Closing the Gap projects with the National Highway Traffic Safety Administration (NHTSA) and the Department of Justice (COPS) managing over one million dollars in grant money and an office staff in the Washington, DC area. He is heavily involved in the planning and execution of the HAPCOA annual conference. |

Colonel Sarah L. Garcia is the commander of the 6th Field Investigations Region, Hickam Air Force Base, Hawaii. She commands 15 subordinate units, which provide specialized criminal, fraud, and counterintelligence support to commanders throughout the Pacific. She earned a Bachelor's Degree in Biology Pre-Medicine from Angelo State University, San Angelo, Texas, in 1984, was commissioned through Reserve Officer Training Corps, and selected as a Distinguished Graduate. She earned a Master's Degree in Human Resource Management from Troy State University. Colonel Garcia most recently commanded the 24th Expeditionary Field Investigations Squadron at Al Udeid Air Base, Qatar, where she was responsible for AFOSI investigative counterintelligence and counterterrorism efforts in support of Operations ENDURING and IRAQI FREEDOM, and commanded 150+ personnel in 10 countries in Central and Southwest Asia. |
